Signal Corps Bulletin
starting 1 - April 1920, A bimonthly bulletin was published. however it is apparent from the index in the back of the 1932 edition that issues were delayed or missed. making extrapolation problamatic.
Issue #64, January 1932 (note how the format is that of the manuals made for the special binder)
Information letter
Evidently prior to Dec. 1, 1941 these were published quarterly, (No. 22 being published July 15- 1939) this is what that math would look like-

- 4 ,5 ,6, 7 =1935
- 8, 9, 10, 11, =1936
- 12, 13, 14, 15, =1937
- 16, 17, 18, 19, =1938
- 20, 21, 22, 23, =1939
- 24, 25, 26, 27, =1940
- 28, 29, 30, 31, =1941
