The Bulletin seems to overlap the letter, up to 1940.
Signal Corps Information Letter
Evidently prior to Dec. 1, 1941 these were published quarterly, (No. 22 being published July 15- 1939) this is what that math would look like-
- 1, 2, 3, =1934
- 4 ,5 ,6, 7 =1935
- 8, 9, 10, 11, =1936
- 12, 13, 14, 15, =1937
- 16, 17, 18, 19, =1938
- 20, 21, 22, 23, =1939
- 24, 25, 26, 27, =1940
- 28, 29, 30, 31, =1941
(the New York Library may have this first edition)
